Republic of Senegal Minister, General Delegate for Entrepreneurship Mr Papa Amadou Sarr is the General Delegate for Youth and Women Entrepreneurship to the Presidency of the Republic of Senegal. He is responsible of a new 50M$/year fund entirely dedicated to the promotion of entrepreneurship and job creation, with a particular focus on youth and women throughout Senegal. Prior to joining the office of the president, M.Papa Amadou works as the Director General for Financial Sector and Competitiveness and as the Senior Technical Adviser to the Ministry of Economy, Finance and Planning, from April 2015 to December 2017. As such, he was Alternate Governor for Senegal of the African Development Bank, of the World Bank and of the International Monetary Fund, as well as chairman of the board of the Fonds africain de garantie et de coopération économique. Prior to joining the Senegalese government in 2015, Papa Amadou worked in the United States as Senior Program Officer for Africa at the Bill & Melinda Gates Foundation from April 2013 to April 2015. Papa Amadou Sarr holds a certificate in Public Financial Management from the JFK School of Government of Harvard University, a master in Public Affairs from Sciences-Po Paris and a postgraduate degree in economy from the Paris Ecole des hautes études en sciences sociales.
